Separate hair, tail and water.

Start with three different color families: one for the hair, one for the tail and one for the water. They can be realistic or entirely invented. Light water often leaves the character easy to see.

Where tail sections or shell ridges repeat, alternate two related colors. On paper, leave a narrow white edge to suggest shine. The scenes are fantasy illustrations; coral and other sea details are decorative rather than identification diagrams.
